Gentlemen,

I am directed by the Governor to inform you that a despatch has been received from the Secretary of State concurring in the proposal contained in the sixth paragraph of your letter No.30D of the 23rd of February last as to the establishment of a special fund under your control for the purpose of liquidating the loan recently raised.

The arrangement appears to this Government quite suitable.

2. Whilst agreeing with your disappointment with the general result of the issue this Government is unable through imperfect acquaintance with the circumstances of the London Money Market, to comment in any way upon your apparently complete explanation as to the comparative failure suggested in your letter.
